Cameroon: Enigma as Douala 1 Authorities Differ Over Decision Making

Communique from Douala 1 SDO

Municipal authorities of Douala 1 in Wouri, Littoral Region of Cameroon are putting the community in a dilemma of who to respect after a release signed by the Mayor yesterday was refuted by that of the SDO today.

Communal Nursery schools of the Douala I municipality were closed this Tuesday March 2nd, 2021 following orders from the Mayor of Douala I council, Lengue Malapa.

According to a release signed by the Mayor on March 1st, 2021, this decision was backed by the council’s move to disinfect all campus against COVID-19 pandemic which the country is facing its second wave.

However, another communiqué by the Senior Divisional Officer for Wouri, Benjamin Mboutou has ordered all these schools to resume immediately.

The SDO states that the Mayor has no right to close schools. “In conformity with article 51(3) of Law No 2019/024 of December 24th 2019 of territorial administration and in relation to a service note number 004/NS/2021/CAD 1st /CAB calling for the closure of nursery schools, the mayor of Douala 1 has no competence to close schools,” the SDO has stated.

The SDO further behest the Mayor of Douala 1 council, the divisional delegate of basic education as well as the inspector of basic education, all of the municipality, to ensure immediate resumption of the closed schools.

Following the Mayor’s orders, the nursery schools were to remain shut until Monday March 8th, 2021 but the situation at hand is puzzling for the parents who will have to choose whose orders to follow; the SDO’s or the Mayor’s?
