As part of the decentralization and dematerializations of Salary procedures in Cameroon, the Minister of Finance Louis Paul Motaze recently instructed the implementation of a major reform concerning the computerization of the products of Irrevocable Salary Transfer Certificates (ITC).
From a release signed by the Chief of the Communication and Public Relations Division at the Ministry of Finance (MINFI), Yves Assala on November 2nd, 2020, this reform is to help overcome the challenges faced in the manual production of ITCs, reduce production times as well as enhance authenticity.
The ITC as an administrative and fundamental document of the State for government workers reflects the State’s commitment in the transfer of monthly salaries of active civil servants or pensioners to their home bank and also facilitates the civil servants’ access to loans from microfinance institutions.
According to the constitution of the application file for insurance of the ITC, the civil servant is expected to present: a predesigned stamped application addressed to the Minister of Finance as well as a copy of the National Identity Card.
On September 17th, 2020, the Minister had signed another document, specifying these terms that will guide the organization, functioning and monitoring-evaluation of the process for the automatic production of ITCs.
This ministerial instrument will not only facilitate the access to ITC by users but will equally remove the monopoly of processing applications for the issuance of the ITC from the hands of the sole Salaries and Pension Control Brigade (SPCB).
