Cameroon: NCPBM Assesses the Use of English, French in Public Administrations

The National Commission for the promotion of Bilingualism and Multiculturalism- NCPBM began meeting in Yaounde, yesterday, Monday, August 17th, 2002 to evaluate the use of English and French in public administrations across the country.

The meeting which was a videoconference due to the COVID-19 was presided over by Peter Mafany Musonge, the head of the commission.

The Commission’s works is scheduled to continue through the week. The team at the end of the evaluation meetings will go to the field to observe the effective implementation of bilingualism-English and French as well as make recommendations at administrations.

It was in the 1991 Prime Ministerial order that the use of French and English was made compulsory in all public administrations as well as state corporations that this initiative is ongoing.

The NCPBM was created by decree No: 2017/013 of the 23rd January 2017 as an advisory body with legal personality and financial autonomy. It is placed under the Authority of the President of the Republic.

The commission is responsible for promoting bilingualism and multiculturalism in Cameroon with a view to: maintaining peace, consolidation of the country’s unity, strengthening its people’s willingness and day to day experience with respect to living together.

The commission’s areas of concern are to submit reports and recommendations on issues relating to the protection of Bilingualism and Multiculturalism to the President of the Republic, monitor the healthy implementation of article 1 sub (3) of the constitution on the equal status of French and English as two official languages, conduct studies and surveys proposing measures likely to strengthen the bilingual and multicultural character of the Cameroon; prepare and submit draft instruments on bilingualism, multiculturalism and togetherness;  Receive petitions against discriminations arising from noncompliance with the constitutional provisions on bilingualism and multiculturalism and report thereon to the President of the Republic as well as perform any other tasks assigned to it by the President of the Republic, including mediation.

The commission comprises 15 members with one Chairperson and one Vice-chairperson. They are chosen from among personalities of Cameroonian Nationality with recognized competence, moral rectitude, intellectual honesty and patriotism.
