Since the outbreak of the COVID-19 in Cameroon, several donations have been made, some of which beneficiaries complaint to not have received or more still receive discouraging quantities.

ORCA Rice Donated to Support Cameroon in the Fight Against COVID-19

This is the case with the 4000 bags of rice donated by the ORCA in April 2020 destined for people economically affected by the pandemic as support for the government.

On his tweeter page, July 22, 2020, Cameroon’s Health Minister Dr. Manaouda Malachie tried clarifying the situation, saying that the bags of rice had been disbursed for distribution since April 29th, 2020.

“To make this clear to everyone, the 4000 bags of ORCA rice have been fully distributed and sent since April 29, 2020, to the 10 Regional Governors, with all the necessary landfills,” the minister tweeted.

Reporting the news, Le Jour Newspaper sees it as a “Scandal” after an investigation they carried out shows that the bags of rice had been sent to the 10 Regions with the Center region receiving 800 bags.

Following a signed document by the Health Minister indicating the volume sent to each region, -Adamawa 250, Center (800), East (325), Far North (700), Littoral (400), North (325), North West (300), West (350), South (250) and South West (300).

According to Le Jour Newspaper, they found out at the level of cities and councils that some mayors, councils and Divisional officers claim they never received their share of the rice.

This raises concerns in the Administrative chain within the country which many in some occasions have described as a corrupt top-to-bottom approach. It has been difficult for some benefits to arrive the common man as they disappear along the line within authorities.
